- The Franklin Joint Use Park is now constantly full of off-leash dogs. The park was closed until a few days ago because of the off-leash dogs related issues and now it is back to the same as it was before. It does not feel safe to do any activity there. The only thing to do in this park is to bring an off-leash dog now. It is sad. Please warn or ticket people so it stops.
