Registered pedophile living way too close to school

The picture attached is a Homeless person that has been going through our trash cans for years. Why is this person in our area not getting some kind of help getting a place to stay. Every Thursday on trash day this Homeless person goes through our trash cans leaving trash on the ground and a mess. The picture attached is our trash cans for 1453 and 1451 Bridgeview Drive 92105. Why is this being allowed for so long? Me being past Military and neighborhood watch I would hope something could be done on this issue going on for a few years.

Clogged storm drain

Over the past 4 recycle pickups, my blue bin has been completely DESTROYED by your driver. First week 1/9/26, my lid droke off, second week 1/23/26, my lid disappeared and the can was cracked down one side, third week 2/6/26, the can was cracked on all sides and the fourth week 2/20/26, my can was destroyed!! The entire can is now not usable! It is disconnected all along the back, by the handles and won’t pull because the wheels and can are only hanging on by a small section in the front.
